I have a Mac and ipad I use for work and I like Universal Control and
shared notes etc across the devices. I also have a personal Apple music
account that I use with my Mac, but can't see how to do the same with my
ipad. I'd love to be wrong but I guess all Apple services on iPadOS all
share the same - an only - account.
Yeah, as mentioned by others. You can set up a separate purchasing
account to your normal iCloud account.
I ended up with mine getting separated when they screwed up the .Mac to
.Me transition (there were issues registering the existing accounts, and
many ended up getting a second account for iTunes).
You just log into your normal Apple ID account in Settings for iCloud,
and choose the iTunes ID account details for the 'Media and Purchases'
section.
However, any purchases you made using your iCloud account address won't
be accessible this way.
I also got two accounts when they screwed up .mac to .me so I have one normal
Apple ID and another for "Purchases and In-App Purchases"
I'd love to merge them, but apparently this isn't (and has never been)
possible.
Yeah, something I've always hated, and been annoyed about. They screwed
it up originally, and now won't allow it to be fixed. Instead, I believe
they tout it as a beneficial outcome of the screw up.

If you want to keep Music purchases separate from your other purchases,
and then I would think you do.
You can have as many iCloud IDs as you want, apparently, but only the
first account logged in gets the iCloud features activated, and then
only one can be used for Music purchases.
I haven't tried it myself, but a workaround might be to set your other
account up as a Family member, and then share it to the master account.
